Laxmi Nagar sends us a younger file than almost anywhere else we cover. The coaching institutes along and around Vikas Marg, the Blue Line running the length of the city, and a housing market built on paying-guest rooms and shared flats mean a great many people here are living somewhere real and holding no document that says so — while their permanent address is still a family home in another state.

That combination decides everything on this page. It is why the two hardest features of the Special Marriage Act — provable residence, and a copy of the notice sent home — bite harder in this belt than anywhere, and why the quieter route matters so much more here. And it is why the jurisdiction section comes first: on this side of the river, a district that no longer exists on one map still exists on another.

1. Shahdara — a district abolished on one map and not the other

Nowhere in Delhi illustrates the jurisdiction problem better than this side of the river, and it is worth understanding before you telephone anybody.

On 1 January 2026, following a cabinet decision of 11 December 2025, Delhi reorganised its revenue map. Eleven districts became thirteen, twenty-two subdivisions became thirty-nine, Old Delhi and Central North and Outer North were created — and Shahdara was dissolved.

Meanwhile, across the road at the Karkardooma Courts Complex, the courts' own arrangements have long been organised around three districts on this side of the Yamuna — East, North-East and Shahdara. The Family Court at Karkardooma serves all three, with the East and North-East courtrooms in a separate building at Vishwas Nagar, about a kilometre from the main complex, and the Shahdara courtroom inside the main complex itself.

So “Shahdara” may mean two different things depending on who is speaking. The revenue district of that name was dissolved on 1 January 2026. The courts' district arrangements are made by a different authority on a different timetable, and they are not automatically redrawn because the revenue department redrew its own map. If somebody tells you “you come under Shahdara”, the useful question is: which Shahdara — the revenue one or the court one? For a marriage registration, only the revenue answer exists, and after January 2026 it is not Shahdara.

This is not a curiosity. It is the reason people in this belt are confidently given three different answers by three different people, all of whom are describing a real map — just not the one that decides a marriage registration.

2. Which office covers Laxmi Nagar — and why Karkardooma is not it

Two practical points, in order of how much time they save.

Laxmi Nagar is not the name of a subdivision

East Delhi's published subdivisions are Gandhi Nagar, Preet Vihar and Mayur Vihar. Laxmi Nagar is one of the busiest commercial and residential names on this side of the river, and it is not among them. So telling an office “I live in Laxmi Nagar” does not tell them which subdivision you belong to — and the 2026 reorganisation moved boundaries as well as names, so a pre-2026 answer may simply be out of date.

We will not name your SDM with false confidence. Take the address exactly as printed on your proof — house number, gali, block and PIN code — and confirm the office by telephone before you travel. We make that call for clients at no cost.

And no court complex registers marriages

The Karkardooma Courts Complex, completed in 1997–98, houses civil, criminal, motor accident claims and other courts for this side of Delhi. It has no Marriage Officer counter and no marriage registration desk. A “court marriage” is not performed in a courtroom anywhere in Delhi — the phrase is everyday shorthand for a civil marriage under the Special Marriage Act 1954, solemnised before a Marriage Officer, or for registering an existing marriage, which is an SDM function.

A detail that catches even people who genuinely do need a court. Karkardooma is not one building. The Family Court serves three districts, and the courtrooms for East and North-East sit in a separate building at Vishwas Nagar, roughly a kilometre from the main complex, while the Shahdara courtroom is inside the main complex. If you are going for a family matter, check which building before you set out — and if you are going to register a marriage, you are not going to either of them.

3. The three routes

There are only three lawful ways to end up holding a government marriage certificate in Delhi. Everything else is somebody's packaging of one of them.

Route A — Special Marriage Act 1954

Civil marriage · no conversion · 30-day notice

Use it if you are of different religions and neither will convert, if one of you is a foreign national, or if you simply want no religious ceremony. The price is a thirty-day public notice nobody can waive, a residence requirement that bites hardest on people in shared rooms, and a copy sent to a permanent address elsewhere. You get a certificate that is conclusive evidence of the marriage.

Route B — ceremony, then Hindu Marriage Act registration

Fastest, where both parties qualify

Use it if both of you are Hindu, Sikh, Jain or Buddhist and are content to have a real ceremony. The price is that the ceremony must genuinely happen. You get no notice period, no objection window, no copy sent anywhere, and a certificate indicatively in about fifteen days.

Route C — register a marriage that already took place

Recent, or years old

Use it if you are already married and now need the certificate for a passport, a bank, an employer, a visa, a school admission or a scheme application. The price is evidence. You get the same government certificate; a late filing fee may apply and does not affect validity.

Laxmi Nagar note. This belt sends more Route B enquiries than almost anywhere else we cover, and for a practical reason rather than a religious one. A very large share of the people here are young, renting, and keep a permanent address in another state. For them the Special Marriage Act's two hardest features — provable residence, and a copy of the notice going home — are exactly the wrong fit, while Route B has neither. Section 4 explains why.

4. The Special Marriage Act, and the two rules that catch this belt

  1. Conditions (section 4). No living spouse from a subsisting marriage; both capable of valid consent; groom 21 or above and bride 18 or above; not within the prohibited degrees of relationship.
  2. Notice (section 5). Written notice of intended marriage to the Marriage Officer of a district where at least one of you has resided thirty days or more immediately before the notice.
  3. Publication (section 6). Entered in the Marriage Notice Book and displayed at the office; the book is open to inspection. Where a party's permanent address lies elsewhere, a copy is sent there.
  4. Objections (sections 7–8). Thirty days, and only on the statutory grounds. The Marriage Officer inquires into any objection made.
  5. Declaration and solemnisation (section 11). After the thirty days, the parties and three witnesses sign the declaration before the Marriage Officer.
  6. Certificate (section 13). Entered in the Marriage Certificate Book, signed by the parties and the three witnesses, and conclusive evidence of the marriage.
Rule one — residence must be provable, not merely true. “I have been in this PG since January” counts for nothing if every document you hold shows a district in Uttar Pradesh or Bihar. And it is thirty days of documented residence before the notice, then thirty days of notice on top: about sixty days in the picture before a certificate exists. Section 5 is about closing that gap.
Rule two — the copy that goes home. Where a party's permanent address lies elsewhere, section 6 requires a copy of the notice to be sent there. For a belt full of people who came to Delhi for a course or a first job and kept the family home as their permanent address, this is the single most important sentence on the page, and it is almost never mentioned at the point of sale. Ask about it before choosing the route, not after.
Section 14 — the lapse rule. If the marriage is not solemnised within three months of the notice date, the notice lapses and everything restarts, including the thirty days. Diarise the date the day you file it.

5. Address proof in a PG, a shared flat or a coaching-belt room

Laxmi Nagar is one of East Delhi's great transient belts. The coaching institutes along and around Vikas Marg pull in students preparing for professional and competitive examinations; the Blue Line puts the whole city within reach; and the housing that has grown up to serve them is paying-guest rooms, shared flats and single floors let without much paperwork. A very large number of people here are living somewhere real and holding nothing that says so.

That is a solvable problem, and it is worth being precise about what works.

The honest summary. A paying-guest arrangement is the hardest starting point in Delhi for the Special Marriage Act, because the whole model exists to avoid paperwork. The way out is not to argue with the office; it is to get one document into your own name at your Delhi address, and the Aadhaar update is almost always the fastest lawful route. Start it the week you decide, not the week before the appointment.

And the route that removes the problem altogether

If both of you are Hindu, Sikh, Jain or Buddhist, a ceremony followed by Hindu Marriage Act registration carries no thirty-day notice, no objection window, no copy sent to a permanent address, and none of the Special Marriage Act's residence machinery. For a couple in shared rooms with a permanent address in another state, that difference is frequently the entire answer. Tell us both religions on the first call and we will say straight away whether it is open to you.

If you actually live across the border

Laxmi Nagar is minutes from the Uttar Pradesh line. If the address printed on your proof is in Noida, Ghaziabad or anywhere else in UP, a Delhi SDM has no jurisdiction over it, however short the journey feels. Your registration is a UP matter at a UP office. Check the state and PIN code on your document before you plan anything — and if one of you is in Delhi and the other in UP, that is a choice rather than a problem. Witnesses

Three witnesses for a Special Marriage Act solemnisation; two for registration under the Hindu Marriage Act, and several Delhi SDM offices additionally want a gazetted officer as an attesting witness for HMA registration. Every witness needs their own original identity and address proof — not a photocopy, not a photograph on a phone.

The witness problem here is specific, and worth planning around. In a transient belt your witnesses are usually friends, flatmates or classmates rather than family — people with examinations, shifts, or a job they have just started and cannot take a morning off from. Worse, they may move city between the notice and the solemnisation, which under the Special Marriage Act are two separate attendances weeks apart. Fix your witnesses early, confirm the week before, and always arrange a spare.
A witness does not need to be family, of the same religion, or from Delhi. They need their own original documents and to be present. That is the whole requirement, whatever anyone tells you.

We have put the second row in bold on this page for a reason. A large proportion of the couples who write to us from this belt are here for a course, a first job or a fresh start, and their permanent address is still the family home in another state. On the Special Marriage Act route, section 6 requires a copy of the notice to be sent to that address. That is the statute, not the office, and no service, agent or fee can switch it off.

What nobody can sell you: a quiet notice. If privacy matters and both of you fall within the Hindu Marriage Act, that route carries no public notice, no objection window and no copy sent anywhere. If one of you is Muslim, Christian, Parsi or Jewish and neither wishes to convert, the Special Marriage Act is your route and the publicity comes with it — and we will tell you that plainly rather than pretend otherwise.

If a family objects

  • Two consenting adults may marry whom they choose. Lata Singh v. State of Uttar Pradesh (2006) held that a major is free to marry anyone she likes and directed the police to protect such couples.
  • Community bodies have no authority over a lawful marriage. Shakti Vahini v. Union of India (2018) laid down directions against honour-based violence and khap interference.
  • Disapproval is not a ground of objection under the Special Marriage Act, which lists exactly what counts — age, a subsisting marriage, incapacity to consent, prohibited degrees.
  • No parental consent is required where both parties meet the age requirement, and witnesses need not be family.
Where we stop, said plainly. If there are threats, if a complaint has been made to the police, or if you need a protection petition, that is litigation. It is heard in court — at Karkardooma for this side of Delhi — it needs a lawyer engaged for that purpose, and it is not what we do. We prepare marriage documentation. What we will state flatly is that the government charge is in the low hundreds, not the thousands. If somebody tells you otherwise, that is your answer about them.

Planning notes for this belt

  • Start the Aadhaar update first. Everything else is downstream of one document in your own name. Begin it the week you decide, not the week before the appointment.
  • Work around examinations and notice periods at work, in both directions — yours and your witnesses'. Under the Special Marriage Act the notice and the solemnisation are separate attendances weeks apart, and people move city in between.
  • Getting there is easy. Laxmi Nagar sits on the Blue Line with the whole city on one ride, and Vikas Marg is well served by road. Travel is almost never the constraint here; document readiness is.

Three years in a PG, and nothing to show for it

The situation: A couple preparing for professional examinations had lived in paying-guest accommodation for three years. Between them they held a PG receipt, two college identity cards and Aadhaar cards showing two home-state districts.

What matters: for a Special Marriage Act notice the residence must be provable for thirty days beforehand, and a PG receipt rarely carries that on its own.

What it means for you: update at least one Aadhaar to the Delhi address and change a bank address at the branch. Weeks, not months — and it unlocks the whole file. Both were also Hindu, which meant Route B was open and neither rule applied.

The letter that reached her village

The situation: A couple filed a Special Marriage Act notice without being told that a copy goes to a permanent address lying elsewhere.

What matters: section 6 requires it, and the notice is also displayed at the office for thirty days with the notice book open to inspection.

What it means for you: ask this question before the route is chosen. Where both parties fall within the Hindu Marriage Act, the ceremony-plus-registration route sends nothing anywhere.

The address was in Ghaziabad

UP border · wrong state

The situation: A couple who worked in Laxmi Nagar and lived twenty minutes away took leave and arrived at a Delhi office. Their proof showed a Ghaziabad address.

What matters: a Delhi SDM has no jurisdiction over a UP address, however short the journey.

What it means for you: check the state and PIN code on the document before planning anything. If one of you is in Delhi and the other in UP, that is a useful choice rather than a problem.

The witness who moved home

The situation: A friend agreed to witness, attended the notice, then finished his course and left Delhi before the solemnisation six weeks later.

What matters: under the Special Marriage Act the notice and the solemnisation are separate attendances, and three witnesses must be present at the second.

We live in a PG. What can we use as address proof?

A PG receipt, a hostel card or a warden's letter is rarely enough on its own, and a college or coaching identity card is not an address proof at all. What works, strongest first: an Aadhaar updated to your Delhi address, a registered rent agreement in your own name, a voter ID at the address, or a bank statement after changing the address at your branch. The Aadhaar update is almost always the fastest lawful route.

How long does an address proof take to sort out?

Weeks rather than months for an Aadhaar update, and it is the critical path for most files in this belt. Start it the week you decide to marry, not the week before the appointment. Everything else — the application, the affidavits, the appointment — moves quickly once one document in your own name exists.

Our Aadhaar cards still show our home districts in UP and Bihar. Is that a problem?

For a Special Marriage Act notice, yes. The residence must be provable for thirty days in the district where you file, and the office works from documents rather than from how long you feel you have lived here. Update at least one Aadhaar to your Delhi address. If both of you fall within the Hindu Marriage Act, that route has no such residence condition at all.

Will a copy of the notice be sent to our family home?

On the Special Marriage Act route, yes, where a party's permanent address lies elsewhere — section 6 requires it. The notice is also displayed at the office for thirty days and the Marriage Notice Book is open to inspection. This is the most important question to settle before choosing a route, and it is almost never mentioned at the point of sale. The ceremony-plus-registration route under the Hindu Marriage Act sends nothing anywhere.

Can the 30-day notice be shortened?

No. It is prescribed by the Special Marriage Act 1954 and no service, agent or office can waive it. If a deadline is immovable, the real question is whether both of you are eligible under the Hindu Marriage Act, because that route carries no notice period at all. Tell us the deadline on the first call so we can answer honestly.

We live in Noida but work in Laxmi Nagar. Can we register in Delhi?

Not on a Noida address. A Delhi SDM has no jurisdiction over an address in Uttar Pradesh, however short the journey feels — your registration would be a UP matter at a UP office. Check the state and PIN code printed on your proof. If one of you is in Delhi and the other in UP, that is a choice rather than a problem, and we will tell you which is cleaner to use.

How many witnesses do we need, and can they be friends?

Three for a Special Marriage Act solemnisation, two for registration under the Hindu Marriage Act, and several Delhi SDM offices additionally ask for a gazetted officer as an attesting witness for HMA registration. Witnesses need not be family, need not share your religion and need not be from Delhi. They need their own original identity and address proof, and they need to be present.

Our witnesses are classmates who may leave Delhi. Is that risky?

In this belt, yes, and it is the most avoidable failure here. Under the Special Marriage Act the notice and the solemnisation are separate attendances weeks apart, and people finish courses and move home in between. Choose witnesses who will still be in Delhi in two months, confirm the week before, and arrange a spare.

Can our families stop the marriage?

No, where both of you are of the required age. No parental consent is needed, and an objection under the Special Marriage Act only succeeds on the statutory grounds — age, an existing spouse, incapacity to consent, prohibited degrees. Caste, religion, community and a parent's disapproval are not among them. Lata Singh v. State of Uttar Pradesh (2006) and Shakti Vahini v. Union of India (2018) are the decisions worth knowing.

There have been threats. Can you help?

Not with the protection itself, and we will say so on the first call rather than take a fee. Threats, a police complaint or a protection petition are litigation — heard at Karkardooma for this side of Delhi — and need a lawyer engaged for that purpose. We prepare marriage documentation. What we can do is make sure the marriage itself is properly solemnised and registered, which is often the foundation everything else rests on.

What does it cost?

Our service fee starts at ₹6,100 for court marriage and registration support. The government fee is separate and quoted separately — indicatively about ₹100 under the Hindu Marriage Act and about ₹150 under the Special Marriage Act, to be confirmed at the office, plus a few hundred rupees for stamp paper and notarisation. Ask anyone quoting you a single blended number to split it into the two lines.

We married a couple of years ago and never registered. Is it too late?

No. There is no cut-off for registering an existing marriage, a late filing fee may apply, and it does not affect the validity of the marriage. Bring ceremony photographs, an invitation card if one survives, documents naming you both, and ideally a witness who actually attended.

Is the Arya Samaj route open to us, and is it faster?

It is open if both of you are Hindu, Sikh, Jain or Buddhist — section 2 of the Hindu Marriage Act covers all four, so no conversion is required between them. And yes, decisively faster here, because it has no notice period, no objection window, no copy sent home and none of the Special Marriage Act's residence machinery. If one of you is Muslim, Christian, Parsi or Jewish and neither wishes to convert, the Special Marriage Act is your route and we will not arrange a conversion nobody intends.

What should we bring from our home state?

Originals, and earlier than you think. A matriculation certificate, a birth certificate, and any decree of divorce or death certificate of a former spouse. A document sitting in a family almirah four hundred kilometres away is the commonest avoidable delay in this belt, and collecting it costs days you will not have once an appointment is fixed.

Do we need to visit your office?

Usually not. Documents go by WhatsApp, and we meet you at the government office where the appointment is. That matters when every visit costs a day of coaching, examinations or a new job. Our office address is on the contact page if you would rather come in.

Do we actually need a service?

Not legally. If both of you are eligible, your documents match and you already hold an address proof in your own name, you can file this yourselves for roughly the statutory fee plus stamp paper, and we will tell you so. Where a service earns its fee here is building a residence position from nothing, fixing a name that runs differently across a home-state certificate and a Delhi document, drafting affidavits, and a deadline that cannot move.

12. Real questions from couples

Three people told us three different districts. Who is right?

Possibly all of them, for different purposes — which is exactly the problem on this side of the river. Delhi's revenue map dissolved Shahdara on 1 January 2026; the courts at Karkardooma remain arranged around East, North-East and Shahdara; the police map still has eleven districts against thirteen revenue ones. For your marriage registration, ignore all of it except the revenue subdivision, and confirm that from the address printed on your document.

The e-District portal is asking for a district and we genuinely do not know.

That is the revenue question, asked by a form. Use the address as printed on your proof rather than the neighbourhood you say to friends, and if the answer is not obvious — which it often is not here after the 2026 redraw — stop and confirm by telephone before submitting rather than submitting and hoping.

We have lived in the same PG for two years. Why is that not enough?

Because the office works from documents, not from how long you have actually been somewhere. The paying-guest model exists precisely to avoid paperwork, so a receipt or a warden's letter rarely carries a thirty-day residence position on its own. The way out is not to argue but to get one document into your own name — an Aadhaar update is usually the fastest.

Our PG owner will not give anything in writing.

That is common and it is his decision rather than a rule about you. Route around it: an Aadhaar update and a bank address change do not depend on his signature in every case, and we will tell you the current requirement rather than let you assume the worst. And if both of you are eligible under the Hindu Marriage Act, the requirement that made you need his paperwork does not apply at all.

Can we use a friend's address where the documents are in order?

No. Do not do this. You would be putting a false statement into a government record, in an affidavit you sign, in the one document you will later rely on for a passport, an employer or a visa. It is also unnecessary — the lawful routes work, they just take a few weeks.

Someone offered to arrange a rent agreement and an electricity bill for us.

Walk away. A manufactured document is not a shortcut; it attaches itself permanently to your marriage certificate and surfaces at the worst possible moment. Anyone offering it is showing you how they treat other people's files.

We moved to Delhi so her family would not know. Will the notice tell them?

On the Special Marriage Act route, very possibly — a copy goes to a permanent address lying elsewhere, the notice is displayed for thirty days, and the notice book is open to inspection. Settle this before the route is chosen. If both of you are Hindu, Sikh, Jain or Buddhist, the ceremony-plus-registration route sends nothing anywhere and has no waiting period at all.

Her family has gone to the police. What now?

Get proper representation, urgently, and be wary of anyone who says they can handle it alongside your paperwork. A complaint is a matter for a lawyer engaged for litigation. What we can tell you is that two consenting adults may marry whom they choose, that the Supreme Court has said so repeatedly, and that a properly solemnised and registered marriage is usually the foundation any legal step rests on.

We are both over eighteen but her parents say she needs their consent.

She does not, provided she is eighteen or above and the groom is twenty-one or above. No parental consent or presence is required, witnesses need not be family, and parental disapproval is not a ground of objection under the Special Marriage Act.

My matriculation certificate is at home in Bihar and I cannot travel right now.

Then start arranging it today, because it is very likely the document the office will want for age proof and it is the commonest reason a file in this belt stalls. Ask a family member to send the original securely. Do not wait until an appointment is fixed to discover it is four hundred kilometres away.

One of us has examinations for the next two months.

Then the route choice matters more than usual. The Special Marriage Act needs two separate attendances weeks apart and about sixty days in total; a ceremony registered under the Hindu Marriage Act needs one appointment and is indicatively around fifteen days. Tell us the examination dates and both religions on the first call and we will build the plan around them.

How many working days will this cost us in total?

Fewer than people fear. Document review, drafting and the online application are remote. What needs both of you in person is the appointment — one for Hindu Marriage Act registration, two for the Special Marriage Act. Your witnesses need the same days. We tell you the exact number in advance so nobody loses a day guessing.

Is a marriage registered from a rented room as valid as one from an owned flat?

Identical. The certificate says nothing about tenure, and the office is establishing identity and jurisdiction rather than recording your housing. There is no lesser version of a marriage certificate.

Someone near the court quoted us ₹40,000 and said it includes government charges.

Ask for the split in writing. The statutory fee is in the low hundreds — indicatively about ₹100 under the Hindu Marriage Act and about ₹150 under the Special Marriage Act — plus a few hundred for stamp paper. Anyone unwilling to separate the two lines is relying on you not asking, and in a belt full of students that is a business model.

Does it matter that we are from different states?

Not to your eligibility, and not to the office, provided residence is provable where you file. It matters in exactly one practical way: on the Special Marriage Act route a copy of the notice goes to each permanent address elsewhere. Raise it before choosing the route.

Is there any government scheme for an inter-caste couple?

Delhi runs an incentive scheme for inter-caste marriages with its own conditions and a time limit that catches people out. It is a separate application from your registration and the marriage certificate is a prerequisite for it — another reason not to postpone registering. We will probably move abroad in a few years. Anything to do now?

Order extra copies of the certificate at registration. Apostille is performed per document at indicatively about ₹50 as a government charge, and coming back for duplicates from another country is slower and dearer than asking once. Mention it at the time rather than after the file closes.

Can you just tell us honestly whether we need you?

Yes, and often the answer is no. Read us the address on your proof, tell us both religions and ages, whether either of you was married before, and what documents you actually hold. Five minutes usually settles which Act applies, what address proof you can realistically obtain, and whether this is a file you can simply do yourselves.

  • Ask which map. Shahdara was dissolved as a revenue district on 1 January 2026, while the courts at Karkardooma remain arranged around East, North-East and Shahdara. Only the revenue map decides a marriage registration.
  • None of East Delhi’s three subdivisions is called Laxmi Nagar — they are Gandhi Nagar, Preet Vihar and Mayur Vihar. Quote the printed address and confirm the office by telephone.
  • Karkardooma registers no marriages, and it is not even one building — the East and North-East family courts sit at Vishwas Nagar, about a kilometre away.
  • A PG receipt or hostel card is rarely enough. Start the Aadhaar update to your Delhi address; it takes weeks and unlocks the whole file.
  • The Special Marriage Act sends a copy of the notice to your permanent address elsewhere. Ask about this before choosing the route, not after.
  • If both of you fall within the Hindu Marriage Act, the ceremony-plus-registration route has no notice, no objection window, no copy sent anywhere and no residence machinery.
  • Check you are in Delhi. Noida and Ghaziabad are minutes away and a Delhi office has no jurisdiction there.
  • Bring your originals from home early, and never manufacture a document.
  • If both of you are eligible with clean documents and no deadline, you can file this yourselves. We will say so.
