Marriage Registration Without Address Proof in Delhi: What Actually Works
No address proof in your own name is the single most common reason a marriage file is sent back in Delhi — ahead of name mismatches, ahead of everything. It is also the most fixable, once two things are clear. First, “address proof” is doing two different jobs: establishing which office handles your file, and establishing thirty days’ residence under the Special Marriage Act — and only one of you needs to satisfy the second. Second, Delhi publishes a route for people with nothing in their own name, and almost no guide mentions it.

What if you have no address proof in your own name for marriage registration in Delhi?
First separate two requirements. Address proof for jurisdiction establishes which office handles your file, and is usually easy — the Delhi Revenue Department names Voter I-Card, Ration Card, Driving Licence or Passport, and offices commonly accept Aadhaar. Proof of thirty days’ residence applies only on the Special Marriage Act route, under section 5, and only ONE of the two parties needs to satisfy it — so if either of you has lived in the district for years, the requirement is already met. Where neither does, the Department’s own Special Marriage Act materials name proof of 30 or more days’ stay and mention a ration card or an SHO report, which is a report from the Station House Officer of the local police station confirming residence — the published route for people with nothing in their own name. This is the least glamorous page on this site and probably the most useful. Couples worry about notice periods, objections and family reactions. What actually stops them, week after week, is a clerk saying that the address proof is in somebody else’s name.
It is entirely fixable, and usually in two to four weeks rather than two to three months — provided you do the steps in the right order and know which of the two requirements you are actually failing. That is what this page is for. It also sets out a route that Delhi publishes for exactly this problem and that almost no guide mentions, which is the answer for tenants with no agreement, people in shared accommodation, and anyone who has nothing at all in their own name.
1. First, separate the two things everyone confuses
“Address proof” is doing two completely different jobs on a marriage file, and almost every couple who gets stuck is stuck because they were solving the wrong one.

2. What Delhi actually accepts
Here is what the Revenue Department itself publishes, rather than what agents tell people.
For Hindu Marriage Act registration
The Department’s document list names self-attested residential proof and gives the examples Voter I-Card, Ration Card, Driving Licence or Passport. Offices also commonly accept Aadhaar, and a number of district pages ask for residence before and after the marriage, which catches couples who have moved in together since the wedding.
For the Special Marriage Act
That second item is the single most useful thing on this page and almost nobody knows it exists. An SHO report — a report from the Station House Officer of the local police station confirming residence — is a published route for exactly the person who has no conventional document in their own name. If you are renting a room with no agreement, living in a PG, or staying somewhere where nothing is in your name, this is the route that was designed for you.

3. Find your situation, and the fix
Almost everyone who has this problem is in one of these eight situations.

4. The SHO report — the route nobody mentions
Because this is named in Delhi’s own Special Marriage Act materials and almost never appears in any guide, it deserves its own section.
What it is
A report from the Station House Officer of the police station covering your address, confirming that you reside there. It exists precisely because a great many honest residents — tenants without agreements, people in shared accommodation, recent arrivals — have no conventional document in their own name, and the statute still requires residence to be established.
How to approach it sensibly
- Ask the marriage office first what form it expects and whether it is needed in your case. Do not turn up at a police station without knowing what you are asking for.
- Go to the police station covering the address, and take whatever you do have: the landlord’s details, rent receipts or transfers, a bank statement, an employer letter, your Aadhaar, and the landlord themselves if they will come.
- Expect a verification visit or a telephone check. That is the point of it — the report is worth something precisely because somebody checked.
- Allow days to weeks, not hours, and start it before you need it.
- Keep a copy of everything you submit.
5. The Aadhaar address update — start it today, whatever else you do
If there is one instruction on this page to act on before closing the tab, it is this one. An Aadhaar carrying your current address solves the problem on almost every file, on both routes, and it is accepted everywhere. It also takes weeks, which is why it has to be started first and not last.
- Start it the day you decide to marry, not the day you decide to file. Couples consistently discover this requirement about three weeks too late.
- An updated Aadhaar does not retrospectively prove thirty days of past residence on its own — an office may reasonably ask what it is evidence of, if it was issued yesterday. Pair it with something showing the period: a registered rent agreement, a bank statement, payment receipts.
- Check the spelling of your name while you are at it. A name mismatch between Aadhaar, the matriculation certificate and the passport is the other thing that costs couples a month, and you are already in the queue.
6. Which office your address belongs to — and the 2026 change
Address proof also decides where you file, and in Delhi that answer changed recently.
- Registration is done at the SDM / Registrar of Marriages — an officer of the Revenue Department. No court complex registers marriages. Tis Hazari, Saket, Rohini, Karkardooma and Dwarka cannot help you with this, whatever anybody has told you about “court marriage”.
- The Revenue Department directs applicants to the office of the ADM of their area or the concerned Deputy Commissioner, and publishes counter hours of 10.00 a.m. to 1.00 p.m. on one page and 9.30 a.m. to 1.00 p.m. on another. Either way, a morning errand.
- An application may be made where either applicant resides, or where the marriage was solemnised. That second limb is useful and under-used — if one of you has a clean address and the other does not, the file usually follows the clean one.
7. Nine things that do not work

8. A plan you can start tonight
Whatever your situation, this sequence works.
- Decide which route you are on. Hindu Marriage Act registration after a ceremony, or the Special Marriage Act. This determines whether you need thirty days at all.
- Decide which of you is the resident party. Only one of you needs to satisfy section 5. Pick the one with the stronger paper trail, and stop trying to fix the other.
- Do the three-document check — names, dates of birth, and at least one current address in your own name.
- Start the Aadhaar address update immediately if it is needed. It is the longest item.
- Get a registered rent agreement in your own name from today, where you rent.
- Open something in your own name at the address — a utility connection, or a bank account statement reflecting it.
- Telephone the office that will handle your file and ask exactly what it accepts. Note the date and the name of whoever tells you.
- Pursue the SHO report if you have nothing conventional, and allow days to weeks.
- Only then file, with a period that is genuinely covered by documents a third party created.
9. Where we refuse
- We will not arrange, manufacture or backdate residence proof. Not a rent agreement, not a letter, not an SHO report. This is the single most common thing we are asked for on this subject and the answer does not change.
- We will not help anybody file in a district where neither party resides.
- We refuse backdated certificates and any document carrying a false date, venue or fact.
- We refuse under-age files. Bride 18 or above, groom 21 or above. No exception.
- Nothing to do with dowry, an offence under the Dowry Prohibition Act 1961.
- No litigation. If a file has been refused and you want to challenge the refusal, that needs an advocate engaged for the purpose.
- And most of the time, we will simply tell you which document to get and how long it takes, which costs you nothing. The address problem is usually a sequencing problem, and sequencing advice is free.

What if I have no address proof in my own name?
First check whether you need one. If your partner has lived in the district for years, section 5 is satisfied by them and your address situation may not matter at all. If you do need it, the fastest conventional fixes are a registered rent agreement in your own name, a utility connection, or an Aadhaar address update — and where you have nothing conventional, Delhi's Special Marriage Act materials name an SHO report.
Do both of us need to prove thirty days' residence?
No. Section 5 of the Special Marriage Act requires that at least one of the parties has resided in the district for not less than thirty days immediately preceding the notice. One. This is the single most useful fact on the page and a great many couples waste weeks not knowing it.
Does the thirty-day rule apply to Hindu Marriage Act registration?
No. The thirty days' residence is a Special Marriage Act requirement. On the ceremony-plus-registration route under the Hindu Marriage Act you need address proof for jurisdiction, which is a much smaller matter.
What does the Delhi Revenue Department actually accept?
Its document list for Hindu Marriage Act registration names self-attested residential proof and gives Voter I-Card, Ration Card, Driving Licence or Passport as examples, and offices commonly accept Aadhaar. Can I use my father's or landlord's documents?
For jurisdiction, sometimes, when paired with affidavits from both of you. For the thirty days' residence, no — their document proves their residence, not yours. The real fix in that situation is an Aadhaar address update plus something in your own name at the address.
Will a notarised affidavit do on its own?
No. An affidavit is your own statement. It supports other evidence and is expected as part of the file, but it does not replace independent proof that a third party recorded you at that address.
How long does an Aadhaar address update take?
Weeks. It is the longest single item on most marriage files and it is the one couples begin too late. Start it the day you decide to marry, not the day you decide to file.
I updated my Aadhaar yesterday. Does that prove thirty days?
Not by itself, and an office may reasonably ask what a document issued yesterday evidences about the past month. It is strong going forward. Pair it with something covering the period — a registered rent agreement, a bank statement, or a run of rent payment receipts.
Can we file in a different district where the office is said to be easier?
No. Jurisdiction is not a preference, and claiming residence in a district where neither of you lives is a false statement in a statutory notice. You may file where either applicant resides, or where the marriage was solemnised — that second limb is legitimate and under-used.
We live in a PG. What works?

Then the thirty days have not run, and nothing shortens them. But if your partner has lived here for years, file on their residence instead and the problem disappears. The office asked for residence before AND after the marriage.
Several Delhi district pages ask for exactly that, and it catches couples who moved in together after the wedding. Bring both addresses with documents for each, rather than assuming the current one alone will do.
Which office covers my address?
Telephone and confirm before travelling. Delhi was reorganised into 13 revenue districts and 39 subdivisions with effect from 1 January 2026, so an address that went to one subdivision in 2025 may not go there now. Registration is at the SDM or Registrar of Marriages — no court complex holds marriage registers.
Can an agent arrange address proof for us?
Anyone offering that is offering to manufacture evidence, and we refuse it absolutely. A false address in a statutory notice is the one weakness in an otherwise unimpeachable certificate, and it is exactly what gets examined if the marriage is ever scrutinised for a visa or in a dispute.
Our file was refused for address proof. What now?
Find out precisely what the counter said — a refusal usually names the gap. Then fix that one thing properly and return. Most second attempts succeed, and the main cost of a refusal is the appointment, not the outcome.
One of us is a foreign national with no Indian address.
Let the Indian partner satisfy the residence requirement if they can — that is usually already true and solves it. If the foreign national must be the resident party, start a registered rent agreement on arrival rather than thirty days later.
How long should we allow for the whole address problem?
Two to four weeks if you act in the right order, and two to three months if you file first and fix afterwards, because you lose the appointment and then still have to do the same work. Order matters more than effort here.
Do we need a service for this?
Usually not, and we will tell you so. Where a service earns its fee is a couple split between districts, a foreign national on a clock, an Aadhaar that will not update before a deadline, or a file already refused once. Working out which document to get and how long it takes is advice we give free.

I rent a room in Uttam Nagar with no agreement and nothing in my name. Is registration impossible?
Not at all, and this is the exact situation the SHO report exists for. Ask the marriage office what form it wants, then go to the police station covering your address with whatever you have — rent receipts or transfers, your landlord's details, a bank statement, your Aadhaar — and ideally take the landlord. In parallel ask the landlord for a registered agreement from today. Allow a few weeks.
My wife has lived in Rohini her whole life. I moved here in August.
Then you have no problem at all. Section 5 needs one party with thirty days' residence in the district and she satisfies it comfortably. File in Rohini on her residence. This is the most common unnecessary panic we see.
An agent offered a rent agreement backdated by two months for ₹8,000.
Refuse it and do not leave documents with him. It is a false statement in a statutory notice, and the whole value of a Special Marriage Act certificate is that it is unimpeachable — a consulate reviewing a spouse visa looks at exactly this. Get a genuine agreement from today and use the SHO report for the period behind it.
Our file was refused because my Aadhaar still shows my Jaipur address.
Start the Aadhaar update today, because it is weeks rather than days. Meanwhile ask whether the office will accept a registered rent agreement in your own name plus a bank statement showing the Delhi address — often it will, and that combination can be assembled in a week. And check whether your partner could be the resident party instead, which would bypass all of it.
We are both living with my parents and nothing is in either of our names.
Aadhaar update for whichever of you will be the resident party, started now. Meanwhile: a bank statement at that address, your parents' proof of the property, and affidavits from them and from you. That combination is what offices generally work with, and it is genuine rather than manufactured.
I am on a company transfer and live in company accommodation.

Does it matter which address I write as 'permanent'?
On the Special Marriage Act route it matters a great deal. A copy of the notice goes to the Marriage Officer of the district where a party's permanent residence lies, and is displayed there. If your permanent address is a family home in another district, assume the notice is visible there. Think it through before you file, because it cannot be changed afterwards without restarting the thirty days.
Can we just register in the district where we married instead?
Possibly — an application may be made where either applicant resides or where the marriage was solemnised. That second limb is legitimate and under-used, and it sometimes solves an address problem cleanly. Tell us where the ceremony took place and we will tell you whether it helps in your case.
How long before our appointment should we sort this out?
Before you take the appointment, not after. Every genuine fix here takes days to weeks, and a refusal costs you the appointment as well as the fix time. The order in section 8 is the whole trick.
Is there anything that makes this faster?
One thing, and it is free: checking whether the other partner can be the resident party. That single question resolves a large share of the address problems we are sent, in about five minutes, without anybody obtaining a single new document.
Why does this requirement exist at all?
So that a district's Marriage Officer deals with that district's residents, and so that a notice is displayed where somebody with a genuine lawful objection could actually see it. Once you see it that way, the question the office is asking makes sense and the right documents become obvious.
If you had one line of advice, what would it be?
Decide which of you is the resident party before you collect a single document. Half the people who write to us about address proof did not need to solve it at all.
