Adding a Spouse's Name to a Passport After Marriage
In April 2025 the Ministry of External Affairs was reported as saying that adding a spouse's name to a passport no longer requires a marriage certificate — Annexure J, a joint photo declaration signed by both spouses, does the job instead. We register marriages for a living, so let us be plain: for this one purpose you may not need the document we normally help people obtain. What did not change is removal after a divorce, which still requires a decree — and every other authority you will meet, from an embassy to a bank, which still wants the certificate.

This is an unusual page for us to write, because the honest answer reduces our own work. We help couples register marriages and obtain the government certificate. For this one task — getting a husband's or wife's name printed in a passport — a 2025 change means you may be able to finish without that certificate and without us.
So the page does two things. It sets out exactly what Annexure J is and what it has to contain, because a form sent back costs an appointment and that is the real expense here. And it is equally clear about the limits of the change, because the headline travelled a great deal further than the detail: removal after a divorce still needs a decree, and almost every authority other than the passport office still wants the certificate.
1. What changed in April 2025 — and what did not
For years the answer to “how do I add my wife's or husband's name to my passport?” began with “get your marriage certificate”. In April 2025 that stopped being the only answer, and a great many pages on the internet have not caught up.
We are a marriage registration service, so let us be plain about what that means for you rather than for us: for this one purpose, you may not need the document we normally help people obtain. If adding a spouse's name to a passport is genuinely all you want, read section 3, work out which situation you are in, and you may be able to finish this without us and without a certificate.
What did not change
And three further things are worth saying clearly, because the headline has travelled further than the detail:
- This is a passport rule, not a general one. A bank, an employer, an insurer, a pension office, a property registrar, a school admission or a foreign visa authority is not bound by what the passport office accepts. Most of them still want the government marriage certificate.
- It does not make you married. A joint declaration on a passport form is not a marriage and not a substitute for registration. It records, for passport purposes, what you both declare.
- Requirements change. This is exactly the kind of rule that is revised, clarified and re-interpreted at the counter. Before you travel to an appointment, check the current document advisers on the official passport portal — passportindia.gov.in publishes a document adviser for a fresh passport and another for re-issue. Do not rely on this page, or any page, for the position on the day.
2. Annexure J — what it is and what it must contain
Annexure J is a joint photo declaration made by both spouses. It is not an affidavit sworn before a notary and it is not a certificate issued by anybody; it is a declaration the two of you sign together, with a photograph of you both on it.

Practical points on the joint photograph
- It is a photograph of the two of you together, affixed in the space the form provides — not two separate passport photographs side by side.
- Self-attested means both of you sign across or beneath it, as the form directs.
- Print it properly. A photograph printed onto ordinary paper, or a phone photograph of a photograph, invites a question you do not need.
- Take spares. Prepare two complete sets of the declaration. The cost of the second set is nothing; the cost of a rejected first set is an appointment.
3. Which situation are you actually in?
Three quite different things get called “adding my wife's name to the passport”, and they have different requirements. Work out which one you are before you gather anything.

4. So do you still need a marriage certificate?
This is the question the April 2025 change actually raises, and it deserves a straight answer rather than the one that suits us.
For the passport endorsement alone: possibly not. If your only objective is to have your spouse's name appear in your passport, and you can both sign a complete Annexure J with a proper joint photograph, that route exists and you are entitled to use it.

5. Fresh passport or re-issue — and why it matters here
A spouse's name is added or changed through a re-issue application rather than by writing in an existing booklet. That single fact changes how you should plan.
- You are applying for a new booklet. The old one is surrendered in the process, so do not plan travel in the window.
- The official portal publishes separate document advisers — one for a fresh passport and one for re-issue. Use the re-issue adviser, and use it on the day, because that is the list the counter works from.
- If your passport is close to expiry anyway, it is usually sensible to combine the endorsement with the renewal rather than doing two re-issues.
- If you also intend to change your own surname, do that in the same application rather than in a second one. Two re-issues for two changes is a waste of a fee and a month.
6. What to carry, and the mistakes that cost an appointment
The official portal's document adviser is the list that matters, and it differs between a fresh passport and a re-issue. What follows is not a substitute for it — it is the practical layer around it, the part that is not written on any form.

7. Adding a spouse's name is not changing your own
These get conflated constantly, they need different documents, and doing the wrong one is a wasted appointment. So here they are side by side.

8. If a foreign authority is involved
This is where the 2025 change matters least, and where people are most likely to be caught out by a headline.
- Register the marriage and get the government certificate. There is no notice period on the Hindu Marriage Act route and no time limit on registering an older marriage.
- Order extra copies at the time of registration. Apostille is performed per document, and a visa file, an employer and a bank may each want one.
- State-level authentication where required, before the Ministry of External Affairs stage.
- MEA apostille for countries party to the Hague Apostille Convention 1961 — indicatively about ₹50 per document as a government charge.
- Embassy attestation instead, for countries outside the Convention.
- Translation where the receiving country requires it, sometimes attested separately.

Two figures, always kept apart. Government charges go to the passport authority against a receipt. A service fee is what somebody charges to prepare paperwork. Anyone quoting one blended number is hiding which is which.

The situation: A husband wanted his wife's name in his passport before a family trip. No visa, no bank, no employer requirement.

The headline that cost a visa slot

The situation: A couple read that a marriage certificate was no longer needed, skipped registration, and then found the embassy asking for an apostilled Indian marriage certificate for a spouse visa.
What matters: the 2025 change is a passport rule. It binds nobody else — least of all a foreign mission.
What it means for you: if a visa is anywhere in your future, register the marriage regardless of what the passport office will accept, and order spare copies for the apostille chain.

What matters: a single re-issue can carry both, and the surname change should follow an updated Aadhaar rather than precede it.
What it means for you: decide both questions before you apply once. Two fees and two months for one job is the commonest avoidable waste here.
Removing a name after a divorce

The situation: A divorced applicant expected the 2025 relaxation to let her remove a former spouse's name with a declaration.
What matters: a divorce decree or order remains mandatory for removal. Adding became easier; undoing did not.
What it means for you: obtain a certified copy of the decree from the court that passed it before you book the appointment — that request takes its own time.
Married in 2013, never registered
Delhi · step zero
The situation: A couple could use Annexure J for the passport, but a bank and an employer both wanted a marriage certificate they had never obtained.
What matters: registration of an existing marriage has no time limit and no notice period; a late filing fee may apply and does not affect validity.
What it means for you: use the declaration for the passport now, and register the marriage in parallel for everything else. The two are not alternatives.

A passport endorsement is evidence of marriage to the passport office and to nobody else.
Will a foreign embassy accept Annexure J for a spouse visa?
Generally not. For a spouse visa, a dependent pass, a relocation or a foreign residence application, what is asked for is the Indian government marriage certificate, usually apostilled or attested — not a declaration made for the purposes of an Indian passport. If a visa is anywhere in your future, register the marriage regardless.
Is the spouse's name added to my existing passport booklet?
No. It is done through a re-issue application, so you receive a new booklet and the old one is surrendered in the process. Do not plan travel across the processing window, and if your passport is close to expiry anyway, consider combining the endorsement with the renewal rather than doing two re-issues.
I also want to change my own surname. Should I do that at the same time?
Yes — a single re-issue can carry the endorsement and a changed name together, and doing them as two separate applications costs a second fee and a second month. But settle the name in Aadhaar before you apply, because identity verification leans on Aadhaar and a passport application in a name your Aadhaar does not yet carry is the slow version.
Is adding a spouse's name compulsory?

You do not need to buy a package for this, and if somebody is quoting you a substantial sum, ask what they are doing that you cannot.

Should I take the marriage certificate even if it is not required?

We married years ago and never registered. Can we use Annexure J?

Do both spouses need to attend the passport appointment?

My spouse is a foreign national. Does this still work?
Ask the passport office directly for your case, and expect the marriage certificate to matter more here rather than less — a file involving a foreign national is usually the one where the cleanest documentary evidence is wanted. If a spouse visa or residence application is also in play, the certificate is required regardless.
Where do I get the current Annexure J?
From the official passport portal, passportindia.gov.in, on the day you fill it. Do not use a copy somebody forwarded you: annexures are revised and occasionally renumbered, and an outdated format is a wasted journey. We deliberately do not reproduce the form on this page for the same reason.
Do I need an agent for this?
For this particular change, almost certainly not. It is a free form, a photograph, two signatures and a re-issue application you can file yourself. Where a service genuinely helps is the step behind it — if the marriage is unregistered and something with a deadline is going to demand a certificate.

I read that marriage certificates are no longer needed. Should I cancel my registration appointment?
No. What changed is one rule at one office. The certificate is still what an embassy, a bank, an employer, an insurer, a pension office and a property registrar will ask for, and it is still the supporting document for an Aadhaar or PAN name change. Use Annexure J for the passport if you like — and keep the registration appointment.
Our Annexure J was returned and nobody explained why.
Check three things before you resubmit: is every single field filled, including the place and date; are there two signatures rather than one; and is the joint photograph a single photograph of you both, affixed in the space provided and self-attested. Those three account for most returns. Prepare two complete sets this time.
Can I sign the declaration and send it to my husband abroad to sign?
Ask the passport office for your specific case rather than assuming. What the form requires is both signatures with a date and place and a joint photograph, and how that is managed when one spouse is overseas is exactly the sort of question a counter should answer for you in advance rather than on the day.
My passport expires in eight months and I also want my wife's name added.
Then combine them. A re-issue for the endorsement produces a new booklet anyway, so doing the renewal and the endorsement as one application saves a fee and a month. Check the re-issue adviser for what a combined application needs.
I changed my surname but my Aadhaar still shows the old one. Can I apply now?
You can, but it is the slow version. Identity verification leans on Aadhaar, so settle the name there first and then apply once. Our name change page sets out the full order, including UIDAI's limit of two name updates in a lifetime and the fact that a name update cannot be done online.
A shop near the passport office offered to 'handle' Annexure J for a fee.
Ask them what they are doing. The form is free, you download it yourself, and the only real inputs are a photograph and two signatures. There is nothing to handle. Paying for this is paying for something you can do in an evening at home.
My in-laws say the passport endorsement proves we are married.
It proves it to the passport office. It is a declaration the two of you made, recorded in a passport. It is not the State's record of your marriage, it will not satisfy an embassy or a bank, and it is not what a pension office or a succession will accept years from now. The registration is what does that.
Will police verification be a problem because we recently married?
The marriage itself is not what verification looks at. What causes delay is inconsistent address details across your documents — a very common thing after a move or a marriage. Make your address consistent before you apply and this is usually uneventful.
We are planning a spouse visa in about a year. What should we do now?
Register the marriage now rather than later, and order several copies of the certificate at the time. Apostille is performed per document, and the slow, expensive version of this is arranging it from abroad after an embassy has already asked. Use Annexure J for the passport in the meantime if you want the endorsement sooner.
My divorce is decreed but the appeal period may still be running.
Then take advice before you act on it, for the passport and for anything else. Removal of a spouse's name requires the decree or order, and a file built on a decree that is still open is the kind of thing that causes trouble later. Does the endorsement help with a joint bank account or a home loan?
Generally not. Banks want the government marriage certificate for joint accounts, loans and KYC purposes. The passport endorsement is useful identity evidence about the passport holder; it is not proof of marriage to a lender.
Can I add my spouse's name to a child's passport?
A child's passport records parents' names, which is a different matter from a spouse endorsement. For a child's application the documents required are set out in the fresh-passport adviser on the official portal, and a marriage certificate is commonly relevant there. Check that adviser rather than reasoning from this page.
How do I know whether my case needs the certificate or the declaration?
One question settles it: who is going to read the document? If the answer is only the passport office, the declaration is enough. If there is any chance the answer includes an embassy, a bank, an employer, an insurer or a government office, you need the certificate and you should get it now rather than under a deadline.
We have the certificate already. Is there any reason to use Annexure J instead?
No. If you hold the certificate, use it — it is the cleaner document and it is what the counter is most familiar with. Annexure J exists for people who do not have one, not as an upgrade for people who do.
Is there any risk in making a joint declaration?
It is a declaration you are both signing about your own marital status, so the answer is the ordinary one: make it only if it is true, fill it accurately, and keep a copy. It is not a substitute for registration and it does not create any status; it records what you both state for a specific purpose.
How many copies of the marriage certificate should we order if we do register?
More than you think, and ask at the time rather than returning later. A visa file, an employer, a bank and an insurer may each want one, and apostille is performed per document at indicatively about ₹50 as a government charge.

- It is done by re-issue, not by writing in your existing booklet. Do not plan travel across the window.
- Adding a spouse’s name and changing your own surname are different requests. If you want both, do them in one application — and settle Aadhaar first.
- Check the document adviser on passportindia.gov.in in the week of your appointment. Annexures and advisers are revised; the counter works from the current list.
- For this task specifically, most people do not need a service. We will say so.
